Compromise Higher Education Bill Sets Busing Rules and Aid
The Senate approved a broad education measure funding college aid and desegregation grants while keeping antibusing language. It would pause court-ordered busing until appeals end, ban federal funds for coerced desegregation unless local request or constitutional need exists, and create a National Institute of Education plus new college grants and programs. Opposition centers on the antibusing rider despite wider education provisions and a two week delay in House voting to muster support.
