Money available for farmer loans survey finds banks lending steady
A March survey by the Agriculture Department across 12 states shows no overall loan funds shortage for farms, but marginal operators may face credit issues. About 6 percent of bank borrowers were refused loans, up from 4 percent, while PCA refusals rose as well. Refinancing into real estate debt increased sharply, and common causes cited include poor management, inadequate equity, and weak income prospects.

Cuban troop expansion shifts focus to Middle East
President Carter notes Cuban forces in South Yemen amid a Soviet Cuban buildup. A State Department official estimates 500 to 600 Cubans there, serving as advisers or training paramilitary units, part of a broader Soviet backed deployment across Africa and into the Middle East. The South Yemen contingent dates to the early 1970s and reflects a wider effort to secure oil routes and project influence in the Arabian Peninsula.
