Fuel cost clause defended in state utilities debate

Bruce Mansfield of Ohio Edison warned without it, losses could not be recouped, while Standard and Poor's cautioned on credit rating deterioration. House leaders sped the bill to floor vote, critics arguing the measure was revised with little full committee time. Republican opposition questioned optimistic revenue estimates and the bill’s funding, warning Rhodes-era deficits could hinder state finances.
