The United States received a list of 32 American prisoners from the Viet Cong but says new conditions for their release are unacceptable and must be negotiated. The Viet Cong also proposed repatriation of the last 139 prisoners could begin Monday if terms are met, while the U S delegation urges no conditions. The list adds Lt Cmdr Philip A Kientzler, a Navy flyer shot down below the DMZ.
