Drug control plan sent to Congress
The Department of Justice sent a legislative proposal to the House detailing Nixon administration ideas to curb heroin traffic. It would amend the 1970 law to impose tougher penalties including life terms for certain second offenders, deny bail for heroin and morphine traffickers, and bar release of those awaiting sentence or appealing. The plan cites a study showing many narcotics violators receive non custodial sentences and argues for stronger federal action.
