Butler County Joins 21 County Civil Defense Dispersal Area
Butler County becomes part of Area 1 in southwestern Ohio under a new civil defense reorganization effective March 15. The plan, led by Ohio adjutant general Maj. Gen. Leo M. Kreber, creates five CD boundaries around major target cities and directs evacuation paths away from prevailing-wind directions. An inner 20 mile circle and outer 40 mile arc define evacuation zones to ensure housing and care for evacuees and prevent cross-traffic during dispersal.
