In Saigon a Communist delegation handed the United States a list of 142 American prisoners to be freed soon, with no fixed release time. The move follows earlier releases and accompanies U.S. retaliatory actions and consulate openings as withdrawal deadlines approach.
At Wounded Knee South Dakota 11 residents aged 12 to 82 remain captive as 200 armed Indians demand a Senate probe of the Bureau of Indian Affairs. FBI says several vehicles were hit by gunfire but no injuries reported. Negotiations stalled with no progress after three talks.
The United States and North Vietnam agreed on a nine point declaration to back the Vietnam peace agreement. The document was to be approved at a plenary session of the international conference on Vietnam this afternoon. Both sides made concessions, North Vietnam dropped veto demands and the Viet Cong Provisional Revolutionary Government was recognized as a full conference participant.
Reports indicate Secretary of State William Rogers would attend only if North Vietnam provided detailed guarantees on prisoner releases. U S officials said progress toward a settlement looked more positive as Hanoi delegates offered to free 142 prisoners but did not supply specifics. The four hour plenary delay centered on drafting committee work for the final declaration to be signed by 12 foreign ministers.
Pressures rise for price controls on bread bacon and beef as the Nixon administration pushes farmers to expand crops for more cattle hogs and chickens. Agriculture Secretary Butz backs letting idle land return to use and fewer subsidies while crop acreage rules ease to plant 40 million more acres in 1973 for wheat corn soybeans and poultry.

Polish interior minister Wieslaw Ociepka, 51, and Czech Slovakia official Radko Kaska, 45, plus their aides and crew, died when their plane crashed near Szczecin. Ociepka had led the ministry since 1971 and was a CP central committee member. Kaska had led the Czech interior since 1970 after a decade on the CP central committee.
The dollar weakened across London Zurich Brussels and Milan as the West German Bundes bank bought over a billion dollars to defend the floor price. Frankfurt opened at 28350 marks while Brussels saw Belgian central bank purchases of at least 40 million in the first hour.
