A 12 year old rode a junior motorcycle on Midletown streets prompting a patrolman to send him home. Capt. James Miller calls mini bikes a growing problem as state statutes and city ordinances require vehicle registration and operator licenses. Many small machines lack lights and proper brakes and few qualify for motorcycle licenses due to age and design.
