Scranton declares presidential bid and frames a Lincolnian crusade to salvage the GOP from Goldwater’s conservatism. Eisenhower welcomes the entry. Nixon calls Scranton weak after Eisenhower’s telephoned push and questions his independence. Scranton signals readiness to announce amid mixed reactions.
Former President Eisenhower welcomes Gov. Scranton’s presidential bid but sides with no endorsement after a meeting with four Pennsylvania lawmakers. Maxwell Rabb, national campaign chair, said his group supports Scranton. Eisenhower urged GOP leaders to declare availability and urged vigorous, non-divisive competition within the party.
Utah delegates to the Republican national convention lean toward Sen. Barry Goldwater with three remaining delegates undecided. Gov. George D. Clyde state chairman Ray M. Childs and vice chairman Oma Wilcox signaled possible support for Goldwater as the convention battle begins. Selecting delegates was the main issue at the opening session in Salt Lake City.
Goldwater's delegate tally climbs toward a nomination with 574 first ballot votes, 81 short of 655 needed. Scranton gains as Connecticut, Virginia, Idaho, New Mexico, Maryland, Kentucky and North Dakota delegations shift, with 19 Goldwater-leaning delegates in North Dakota and four in Maryland remaining uncommitted.

The White House described the pledge as a marriage based on trust, with both leaders pledging continued cooperation to reduce tensions in Europe and seek new avenues of trade.

In Havana AP 73 Americans arrived to visit Cuba in defiance of State Department limits. Four of them, described as Negro students, issued a statement condemning the North American racist government and calling for its destruction. Ed Lemansky led the group and identified as a Communist. Names include Ernest Allen Luke Tripp Charles Berrard and Ron Bedford.
Western sources report a Pathet Lao buildup toward Muong Soui in north central Laos as neutralist Kong Le forces hold positions south of the town. Reconnaissance flights over communist-held territory resumed following Phouma’s request with fighter escorts likely. In South Vietnam, Viet Cong sabotaged the Saigon rail line and police reported clashes near Ba Xuyen Province. A U S Marines unit in Quang Tri Province supports internal security duties with the operation.
President Park Chung Hee says North Korea massed troops north of the DMZ and signaled possible regrouping after student protests in the south. He cites about 60 000 northern troops, martial law remains, UN says no comment, Japan pledges aid.
In St. Augustine Florida whites marched through a Negro neighborhood prompting renewed calls to extend a ban on night marches. Some Negro residents applauded the exit with a shout of no violence. Florida AG James Kynes warned these marches pose a danger and asked a judge to reconsider his ruling on police limits. Dr. Martin Luther King Jr. moved to the county jail as hearings in Jacksonville loom.
Sen. Hubert H. Humphrey said the House is likely to accept the Senate version of the civil rights bill, allowing rapid passage to President Johnson. If approved, the bill could be signed on July 4, otherwise a conference to resolve differences may delay action before Congress recesses for the Republican convention.
