Frederick C. LaRue, the third man at the March 30 1972 Key Biscayne meeting, is reported ready to testify he cannot confirm Mitchell approved the Watergate bugging plan. Magruder and Mitchell have given opposite accounts. LaRue, who pleaded guilty to obstructing justice, says he recommended against the plan and was not present for its approval.
