AP analysis notes four Viet Cong divisions mass near Saigon and 15 enemy battalions within 15 miles. Despite nine allied divisions in the region, intelligence gaps and guerrilla tactics hinder preattack destruction. Saigon beefs up capital district command as March toward the gates continues.
Defense Secretary Clifford received a briefing at Tan Son Nhut on threats to Saigon and the north as South Vietnam raises alert after intelligence warned of possible attacks. After a 24 day stoppage that idled nearly 300 ships and cost about $20 million in wages and tolls, traffic on the St Lawrence Seaway resumed as 1,200 union members approved a three year contract. The deal raises wages 7 percent first year, 6.5 percent second, 5.5 percent third, retroactive to Nov 1, and runs to Dec 31, 1970.
The 10 percent federal income surtax for Vietnam War funding goes into effect today. Most Americans see higher withholdings, with only the two lowest brackets exempt. The retroactive feature means end-of-year taxes will still be owed, and refunds will shrink next year. The surcharge runs nine months in 1968 and may be extended.
Mayor Lindsay named five new members to the Board of Education including Rev Milton Galamison, a Brooklyn pastor and civil rights critic, as part of a decentralization plan. Galamison warned the system, with 1.1 million students, remains in a terrible state and threatened to resign if reform fails.
