The U S Consumer Product Safety Commission delays a proposed ban on firecrackers after industry opposition and safety concerns. Fireworks remain legal in 18 states with July hearings set as rules may take effect after 120 days. Some items like cherry bombs and M eight s were illegal since 1967. sparklers and Roman candles would be regulated.
Armco Steel Corp announces a major expansion of its Middletown headquarters including moving the fabricating plant to the former welded pipe site on S Verity Parkway and the creation of a park like office complex. Construction starts immediately on a three story Armco International Building with completion targeted by mid 1975.
A weather forecast warns of afternoon thundershowers Thursday across Ohio as a warm front from the west and a trailing cold front from a low pressure center move in. Overnight temperatures stay warm in the 70s with a possible showering spread into Friday and partly cloudy skies for Saturday and Sunday.
Nixon and Brezhnev announced a goal for a 10 year pact limiting offensive nuclear weapons while abandoning a permanent accord. They also pledged to halt underground tests over 150 kilotons and to limit missile defenses. An observer plan on test sites may be allowed.

A shark attack fatally wounded Billy 10 and Edward Jr. 3 as rescue planes located the family aboard the 43 foot boat Princess Ann. The Hornes, from Houston, were en route to Tarpon Springs from Carrabelle when a storm struck.
Coast Guard crews responded to a distress call at 11 p.m. and searched through the night. Lt Col Jack Arney spotted seven survivors in life jackets clinging to a single ring. A Tampa-registered Marel III guided the group ashore after helicopters evacuated two dying children and the rest of the family followed. The Hornes blamed the weather for the tragedy.
