Haig and Thieu met after Kissinger and Tho drafted a revised peace plan. The plan calls for a 3,000 strong international force to supervise a cease fire with conditional troop withdrawal and a temporary 17th parallel demarcation. The White House hailed progress while reiterating negotiations continue.
The House Finance Committee opened discussion on Gov. John Gilligan's federal revenue sharing proposal totaling 92.3 million dollars. The plan seeks federal funds for Ohio programs and state projects, with lawmakers weighing allocations and impact on the budget.
Sen. Harold E. Hughes rails against information gaps on the Vietnam War and vows to delay Senate votes on Nixon’s top intelligence and defense nominees until after Inauguration Day. He calls for public hearings on Elliott L. Richardson and William P. Clements Jr. holdings, while Richardson and Clements agree to testify.
In Saigon and across South Vietnam heavy fighting continued as both sides fought to gain or hold territory before the cease-fire. U S air support remained active and a Cobra helicopter gunship was shot down with minor crew injuries.

Health Commissioner Dr John Starr notes eight linked to a local restaurant where a food handler and a washer were infected and the restaurant has been closed. More cases expected but peak believed passed.
Saigon sources say a cease-fire will be declared by the United States and South Vietnam on the eve of Nixon's inauguration to pave the way toward a peace agreement ending Indochina war. Nixon reportedly advised President Thieu that an international agreement has been reached to prevent further North Vietnamese hostilities and urged Thieu to trust in him.
Ireland's Sean Mac Stiofain, jailed chief of staff of the Provisional IRA, ends an eight week hunger strike after an IRA order to get fit. He receives liquid nourishment in Curragh Army Camp hospital as official sources confirm. His wife relayed the order.
In Columbus, a husband and wife filed a class action suit against Ohio seeking refunds and injunctions over state rules requiring joint state returns for couples with separate incomes. The Walkers contend equal protection and free association rights are violated. Defendants include Gov. Gilligan and tax officials.
