Ford Sees GOP South Strategy Shifting Toward Independence
Rep. Gerald R. Ford of Michigan, newly chosen House Republican leader, says the party should avoid a reformed GOP Southern Democrat coalition and build support by appealing to voters in the South. He outlines views on tax cuts, education aid, and a Republican alternative to some Johnson programs, stressing independent Southern gains and cautious coalition use.

Guard Reserve merger yields limited savings and force reorganization
About 15 000 personnel will be cut from the switch as trainees and recovery squadron members face disbanding. Officials estimate annual savings of 10 to 15 million, far short of the 200 million expected from the Army Guard Reserve merger, with most savings reinvested in new arms and equipment. The Air Guard will grow to include 39 000 reservists, totaling 73.0 percent, and the guard comprises 92 flying and 106 non flying squadrons.
