West Berliners backed socialist mayor Willy Brandt in the municipal election, giving his anti Communist party 89 of 140 seats in the new Parliament, up from 77 seats previously. The Communist vote fell from 31 570 to 20 887 ballots, from 1 9 percent to 1 3 percent.
In Geneva the American disarmament chief William C. Foster says Khrushchev’s proposal for two or three on site inspections yearly shifts toward an ultimatum and rejects a higher number. The U S and Britain seek eight to ten inspections for a safeguarded test ban, Foster adds.
Cold and snow dominated northern Midwest and New England while most areas stayed at or above seasonal norms. Watertown New York logged 58 inches of snow after 21 below readings, and a fresh cold front pushed into North Dakota and Minnesota with near zero temps. The belt was set to move into the upper Mississippi Valley and upper Great Lakes.
Mild temperatures give way to a low pressure system moving eastward bringing rain to the region late tomorrow and across the state by Wednesday. Yesterday high reached 47 after noon and the low stood at 28. Today’s low was 28 as temperatures rise quickly.
The Christian Democrats led by Franz Amrehn won 41 seats, dropping 14, with over 160000 fewer votes. The Free Democrats doubled to 10 deputies. Observers say the result does not indicate a new trend for West Germany. Berlin remains a Socialist stronghold amid a coalition with the Christian Democrats. Brandt suggests broad government support but urges CD and Free Democrats to align with Socialists' platform.

A Navy doctor from Ohio leading physicians into the Marshall Islands says the polio outbreak has been checked with vaccines given to about 20,000 island residents. Capt William F Lyons reported no new cases in five days and announced 40,000 more injections of Type I polio vaccine will be flown in. The outbreak began on Ebeye near Kwajalein, killing three native children. Lyons heads the Pearl Harbor Preventive Medicine Unit No. 6.
Grim fight on to stop influenza as schools close and hospitals suspend visiting hours to slow the spread. Pneumonia influenza deaths stay above epidemic levels for the fifth week across 108 cities. Asian type flu confirmed in multiple states and D.C. with outbreaks feared nationwide. Milwaukee and Memphis impose strict visiting bans as hospitals report rising cases and staff shortages.
Washington US senators and party leaders debated Cuba policy over the weekend with Sen. John Stennis arguing for economic pressure and a possible blockade if Soviet troops remain. Rep. Miller urged reimposing the naval quarantine and broader sanctions with the OAS. House and Senate hearings on Latin American subversion continued as U.N. funding for Cuba drew concern.

The Brazilian navy prepared to seize the freighter if it crossed the three mile limit but would grant asylum to the hijackers. US and Brazilian aircraft fired 13 rockets across the bow trying to steer the ship toward Puerto Rico as it pressed southward. The crew radioed they were attacked by North American aircraft while the hijackers denounced the action as a violation of international law.
