Atty Gen William Brown rejected initial petitions to put Ohio's new income tax to a statewide vote as unclear. Backers plan redrafting within a week with a concise summary, seeking 318 414 valid signatures to place the constitutional amendment on the November ballot.
In Brussels the United States and the Common Market tentatively agreed to begin worldwide negotiations in 1973 to reduce trade barriers. They also agreed on short term concessions to aid trade between them.
Britain and several West European nations announced recognition of Bangladesh. Sir Alec Douglas-Home said the move marks a new era of regional cooperation. Bangladesh reports mass casualties from the Pakistan army and plans a house-to-house census for war crimes tribunals.
An IRA Provisional officer told papers the anti-British group would steer clear of the Newry marching dispersal scene where up to 30 000 Catholics are to march in tribute to Londonderry victims. The Civil Rights Association urged IRA members to stay away while British troops, now 15 000 in Northern Ireland, prepared to break up the protest.
Secretary of State William P. Rogers said the United States will not intervene in the Northern Ireland conflict and would not condemn either side. He offered to play a constructive role in reducing Catholic-Protestant violence but doubted U.S. capacity to act. Hillery and Cromer neither asked for U.S. action, though Hillery urged good offices to aid a solution.

James D’Entremont said smoke hindered assessment after F4 Phantom raids. In the Mekong Delta fighting nine South Vietnamese troops were killed and 16 wounded.
President Nixon and Mrs. Nixon hosted sports stars at the White House praising their anti drug efforts and public service. The briefing focused on preventing drug use, with athletes discussing campaigns and commercials urging youth to avoid narcotics. Jerry Lucas attended as an NBA star.
