John R. Steelman urged federal scholarships to counter totalitarianism at a southern governors conference in Savannah. He said the national government should give grants to states for operating expenses in grade and high schools and supported early study of federal school construction aid and a national science foundation. He framed a scholarship program as vital to guaranteeing Americans youth access to top education. Some saw this as a preview of Truman’s forthcoming general education program.
