In Biloxi Mississippi AP reports the U S commissioner frees 19 civil rights cases ready to go to federal jury amid tensions from the Vietnam War era.
Mrs. John F Kennedy joins Adlai Stevenson at a United Nations concert marking the 16th anniversary of the Universal Declaration of Human Rights. The event featured Eileen Farrer Jaime Laredo Tadeusz Zmudzinski and John Gielgud reading the preamble as diplomats praise her husband.
Belgian Foreign Minister Spaak said a rescue mission was sent to Stanleyville after rebel threat to kill and burn hostages. The UN Security Council debate grew heated with anti American rhetoric, accusing the United States of murderous aggression in the Congo.
Dr Leon Yochelsom, treating Walter Jenkins, urged the Senate Rules Committee not to have Jenkins testify. Los Angeles AP report says Percy Kilbride 76 known for Pa Kettle trilogy died at Chase Sanitarium after brain surgery and pneumonia. He sustained injuries in a Sept 21 car crash and appeared in over 800 stage roles before film debut in 1942.
South Viet Nam announced the United States will increase aid across the board to fight the Viet Cong and hinted at expanding the war beyond the country. The communique says U S support will boost military and economic programs and strengthen air defenses while some provisions remain secret. Buddhist leaders urged U S help to oust Premier Huong's civilian cabinet.
At Cape Kennedy the Atlas Centaur rocket achieved a successful test, placing a two ton Centaur second stage into a circular 108 mile high orbit. The flight marks the second success in four tests and suggests possible on schedule moon mission prospects, with a mock Surveyor payload aboard to measure vibrations and temperature.
