Brazil Delays Negotiations Over Swiss Ambassador Kidnapping
Brazil signals tougher stance toward kidnappers in the Bucher case as authorities seek an authenticated letter and prisoner list before talks. A handwritten note from Giovanni Bucher, kept under threat, confirms his health while demands for 70 prisoners to be exiled to Chile Algeria or Mexico are issued by the leftist group VPR.
