After two days of violence, Jacksonville declares emergency police powers. Police arrest 138, twice the normal Sunday. Mayor Hayden Burns bans street gatherings and unnecessary traffic as 1400 Negro leaders demand federal investigation. NAACP youth council ends sit-ins.
In Rome Gary Tobian of Glendale California captured the first U S gold medal of the 17th Olympic Games by winning the men's 3 meter springboard with 170 points, upsetting teammate Sam Hall of Dayton Ohio. Carolyn Schuler 17 of Orinda California won her heat in the women's 100 meter butterfly preliminaries in 1 09 8 to set an Olympic record while Carolyn Wood 14 of Portland Oregon won her heat in 1 11 1 giving the U S two finals qualifiers for Tuesday.
FBI takes over case after Mary Lily Ellen Roberts 17 disappears with fiancé John Bryant Jr. 20. The body found in a well near Carbondale, Illinois, with Bryant wounded. Evidence includes a spent cartridge and bloodstained mattress. Suspect described as tall blond man in mid-20s.
Two men were cleared after prolonged questioning in a kidnap slaying Sunday night. Joe Harry Milani 32 ex convict from near Herrin and Joseph Mattingly 40 St. Louis mechanic were found to have alibis. Mattingly was stopped in Murphysboro at a bloodstained car explaining the blood came from cuts after smashing a car window. He proved he was in work in St Louis during the kidnapping. Milani said he was on a trip to Kansas at the time.
An autopsy found Miss Roberts had a gunshot to the head just above the left ear. Coroner Adolph Flack said the pathologist could not determine additional details from the examination.
Lloyd B. Hill 41 died after a rattlesnake bite during a New River Holiness Church service in Sparks Georgia. Hill, father of four daughters, was bitten Saturday night and died Sunday despite medical aid.
Police report a young man and a woman wheeled a baby carriage from the burglary scene at Virgil Wilfons. The items stolen include a portable typewriter a clock radio and a carton of cigarettes.
Congress heads into a last week of activity as presidential campaigns shift into high gear. Republicans plot continued broadside at Democrats in the Senate, while House members unveil Operation Veracity to challenge what they call Democratic misstatements. Kennedy plans Maine and New Hampshire stops with Anchorage kickoff Saturday, a Labor Day Detroit speech, and a September 25 television address. An Air France four engine liner circling for a landing plunged into the sea near Dakar Senegal sinking in sixty feet of water. All 63 aboard including eight crew members and five passengers are presumed dead. French naval craft located the hull on the sandy bottom with a few rubber rafts on the surface. Weather was cloudy as the plane made its final approach and disappeared in a rain shower.
Radar operators at Dakar Yoff Airport tracked a Superconstellation crash during its landing pattern on the Paris Abidjan route. The aircraft carried 55 passengers and 8 crew members.
Washington AP reports the Senate House conference aims to bridge a dispute over minimum wage legislation. House members focus on District of Columbia matters while the Senate handles a Social Security bill to expand state funding for elderly medical care. Senator Russell Long decries concessions and loss of his proposed increases for care of mentally ill and tubercular patients.

In San Jose Costa Rica the Organization of American States ministers condemn Cuba for using the island as a springboard into the Americas. The meeting rejects a Cuban resolution against US actions and ends with Cuban and Dominican walkouts.
Lt. Gerald T. Henery and seven other American airmen were assaulted by Congolese soldiers and civilians during a U N mission in Stanleyville. A mob of about 10 000 attacked the plane as U N troops, led by Gen. Carl von Horn, restored order. Two airmen, Sgt. Fred Kaiser and Capt. Elvert Mott, were seriously hurt. A protest was drafted to the Congo government but delivery faced obstacles.
