Former U S diplomats Averell Harriman and Cyrus Vance said Nixon ignored a Hanoi signal in 1968 to negotiate peace, choosing a Saigon alliance instead. They argued North Vietnam withdrew troops then, but the new administration failed to push for a negotiated settlement.
