Groton Conn AP construction of 11 nuclear submarines resumed as 8700 workers returned after a 13 day strike over layoff seniority rights. They accepted a three year contract with 23 cent an hour wage rise by a 3 1 margin. Polaris boat Alexander Hamilton delayed. Navy and Congress pressed for quick settlement.
A 16 member Cuyahoga County grand jury toured the Ohio Penitentiary in Columbus and the Marysville Women's Reformatory on Tuesday. The visit was arranged by foreman Albert Levin, a Cleveland real estate developer, marking the first such tour in years.
Walter Ulbricht, East German communist chief, left for the Soviet Union amid Berlin crisis rumors after ADN reported a Soviet threat to shoot down a U.S. helicopter. Premier Khrushchev was believed to be vacationing in the Crimea. Maj. Gen. Albert Watson II, U.S. commandant in Berlin, protested the threat.

NEW HAMBURG NY A self propelled railroad passenger car ploughed into a family group of five on a draw bridge Tuesday night killing three children and apparently hurling another child to death in a creek. The missing child Robert Lynch Jr 9 of Poughkeepsie N Y was being searched for. The dead are James Lynch 16 and Eileen Cashman 7 and Francis J Cashman Jr 10. Robert Sr lost his arm. Engineer George Teece 59 Croton on Hudson said he sounded his whistle and tried to stop.
Gov. Orval E. Faubus swept to a fifth term as Arkansas Democrats backed his moderate stance on segregation. He led with 152,332 votes to 134,041 for the opposition, while Sen. J. William Fulbright easily won reelection. Opponents warned of a potential dictatorship as Faubus touted industrial growth and expanded state services.
In Algiers three rival politicians meet in the former French HQ seeking to end a power struggle. Deputy Premier Monammea Boudiaf, released from 24 hours of detention, joins Belkacem Krim and Mohammed Khider in a three hour session described as calm and hopeful. A Thursday follow up is planned as hopes rise for a definite resolution for Algeria.
The Senate curbed a Democratic filibuster by sending the satellite bill to the Foreign Relations Committee for a renewed effort by Aug. 10. Republican Senators Barry Goldwater and John Tower blocked a proposed 10 day referral, plunging leadership into uncertainty as the chamber recessed for committee work.
Senate Republican leader Dirksen joined Mansfield in proposing a 16 day referral with instructions for the Foreign Relations Committee to report back by August 10. A new agreement might be tried when tempers cooled but GOP protests argued the 10 day gap could let Democrats push through the farm aid bill. Mansfield opposed such an effort though could not guarantee it would not arise. Both men retained a debate limiting cloture petition for use if needed.
A NASA Ames Flight launched a 380 foot balloon from Goose Bay to Edmonton carrying two monkeys two hamsters and other specimens to study radiation effects on living hosts. The 54 hour mission includes three capsules exposing samples to 50 percent primary cosmic radiation at 128000 feet while other capsules carry flour beetles seeds and nerve cells. The July 14 first flight was 90 percent successful though animal passengers died on that trip.

Washington AP Sen Hubert Humphrey warned of a tragic avoidable gap in international drug information exchange that let thalidomide reach about 1200 U.S. physicians. He cited Dr Frances Kelsey of FDA who warned about effects in a letter to a medical journal. Kefauver called thalidomide tests incomplete before distribution and noted deformities appeared in animal tests after release.
Linda Sue Calvert of Houston awoke from a 13 month coma after a car crash on Father's Day near Shreveport. She spoke "Hi daddy" and now words come in phrases though full recovery remains uncertain. Her father and family express cautious hope.
Reports indicate Gavin disagreed with the Kennedy administration on France's nuclear ambitions. The resignation will take effect once a successor is nominated and confirmed, White House press secretary Pierre Salinger said.
