Ohio utilities overbuilt generation customers pay bill says PUC

Public Utility Commission of Ohio members David C. Sweet and Sally W. Bloomfield say utilities overbuilt capacity and customers funded it. They cite Dayton Power and Light 32.5 million in 1975 for unused capacity, with 2 551 megawatts available vs 1 705 megawatts peak demand. DP&L argues embargo and growth miscalculations caused excess, but seeks higher revenue to fund 1980s facilities. Sweet plans staff review to possibly reduce rate request.
