AP reports the Sea Venture began evacuating 1,642 passengers from the crippled luxury liner Queen Elizabeth 2 at sea, as rescue efforts commenced with mid ocean transfer underway.
Israel's chief of staff Lt. Gen. David Elazar resigned after an investigating commission blamed him and top intelligence officers for unpreparedness in the October Arab attack. He named Maj. Gen. Itzhak Hofi as temporary replacement. The panel exonerated Prime Minister Golda Meir and Defense Minister Moshe Dayan, whose Labor party later lost ground in elections.
H R Haldeman told a Mexico City audience that Nixon "didn't know a damned thing about Watergate" and a cover up. He added the public wrongly presumes both he and Nixon guilty, and he expects acquittal when his case is tried while noting he cannot discuss trial details.

The Revenue and Taxation Committee plans a hearing to obtain Nixon's state tax records, arguing he owes California taxes since he votes as a resident there. The White House says he has paid no state income taxes since taking office.

The Ohio Supreme Court ruling states municipalities cannot exercise eminent domain outside city boundaries to extend sewer service to nonresidents. Columbus may not seize land to build a sewer extension to Dublin, reversing a Franklin County Court of Appeals decision. The opinion notes local self-government lacks such external power.
