Bill of rights on committee's initial agenda
Senate clears a bill to form an advisory committee within the Illinois Department of Mental Health and Developmental Disabilities to draft a statewide bill of rights for people with developmental disabilities. The measure, sponsored by Sen. Richard Kelly, passes 39 to 12 in the Senate and 89 to 17 in the House, sending it to Gov. Thompson who previously vetoed similar proposals. The plan estimates annual costs up to 6.9 billion dollars and requires a rights implementation plan and cost report to be given to the General Assembly next January.
