Ryan seeks changes to railroad crossing bill in Illinois
Special to The Star. Governor George Ryan proposes amendatory veto changes to limit rail crossings blockages in Cook County during rush hours. The bill restricts trains from blocking crossings more than 10 minutes in morning and evening windows with fines up to 1,000 dollars for 10 to 35 minutes and 1,000 plus 500 per 5 minutes thereafter. Railroads object that the 10 minute limit whether per train or per chain is unclear. Ryan seeks that fines not apply if multiple trains cause delays and that police may not stop trains to issue tickets. Legislature would act in fall. bill would take effect January 1.
