Surplus goods across 56 departments priced to clear as the store announces a reconstruction sale. Fine Madras weaves, lace stripes, white goods, wash goods, silks, dress goods, wash suits and skirts, shirtwaists and more offered at deeply reduced prices to make way for new stock.
JOS HORNE & CO announces a July house cleaning with Spring and Summer goods leaving stock. Dainties include foreign wash fabrics, Irish linens, and colored silks marked down to clear. Mail orders advised to rely on their judgment, as samples may not be sent during ordering.
A July 20 dispatch says Commodore Watson’s squadron will depart within 36 hours for the East and may voyage 18 000 miles to reinforce Admiral Dewey in the Philippines. Aguinaldo is suspected. Germany’s stance could shift. Colliers are ordered from Hampton Roads to join Watson’s fleet en route to Manila.
German officials report only that the two admirals differed over the right to search warships near Subig bay in the Philippines. Admiral von Diedrich refused to allow German ships to be searched aboard the Irene, while Admiral Dewey and Captain Chichester dispute what would follow if German vessels interfered with bombardment of Manila.

Washington reports indicate friction between American forces and Cuban troops over Santiago. Officials justify retaining nearly all Shafter’s army to deter possible Spanish attacks and to restrain Cuban conduct, suggesting a prolonged U S military governance even after Cuba’s conquest to fulfill global responsibilities.
In Oakland California a Chinese man Goon Ng Chung blew up the Western Fuse and Explosive works after a confrontation with deputies. Five deputy sheriffs and constables were killed and many others injured. The blast leveled the powderhouse and damaged nearby homes and streets. The killer died in the explosion while a deputy sheriff survived wounded. The incident also left four houses destroyed and about 40 damaged. Later reports from New York mention a relief ship Resolute carrying nurses and physicians to Cuba.
