Washington Aug 7 Rear Admiral Howison has been selected to fill the vacancy on the Schley court of inquiry caused by Admiral Kimberly's illness. The decision, announced by Assistant Secretary Hackett, may be agreeable to Admiral Schley who had approved any officer on the department list. The department informed Captain Parker and notified Admiral Dewey as well. Witness list includes Lieutenant Rodger Welles from the Brooklyn during the Spanish war. No Spanish officers appear on Schley's list.
Rev. R B A Garvey pastor of St. John's Pittston was notified of his appointment to the new Altoona diocese. Papal documents reached from Washington via mail and a September feast day is expected for his consecration.

Pirreguins Aug. 7. President Shaffer says agreements made by the amalgamated workers for a year do not permit a transfer to United States Steel and cannot stop them from obeying the strike order.
President O Neill of the International Machinists Union acknowledges a drive to form a new machinists organization in Buffalo.
Officials of the Ohio plant of the National Steel Company report that workers have informed them they will not heed Shaffer's order. The plant, non union, employs about three thousand men.
The Clark plant in Pittsburg reopened today after a strike, with about one hundred workers returning. Supervisors expect two mills to run by week’s end, a move that surprised the strikers.

In Cleveland on August 7 officials of the Brotherhood of Locomotive Engineers and Brotherhood of Railroad Trainmen say their constitutions bar sympathy strikes and they are not affiliated with other groups, making railway employees unlikely to be drawn into the steel strike.
