Limited Paving Considered to Improve Mills County Roads

Editor John Field argues that Fremont county and Mills County should test paving parts of their secondary road systems to cut long term costs. A one mile stretch south of Malvern with heavy traffic could be paved for about 40 000 dollars, financed over 20 years equaling around 2600 dollars annually. The idea would be an experiment to see if paving proves more economical for high traffic roads despite high initial costs.
