Former prime minister Lester B. Pearson told the World Federalists conference that mankind has conditioned itself to risk from nuclear war. He urged UN reform, a permanent peace force, and a stronger Security Council to handle immediates while the General Assembly covers long term issues. He listed nuclear war, population growth, pollution and resource depletion as the four major global problems. He warned that unresolved disputes between armed states often lead to conflict and that postwar conflicts have been thwarted by UN involvement.
