Lottery Licensing Established In Manitoba
The Manitoba government created a provincial licensing board to oversee lotteries. An order-in-council sets the board’s start date and powers to approve criteria, regulate charitable and religious groups, fairs, and public amusements, and require licensees to keep records and file financial statements within 30 days of each lottery. License fees are 1 percent of total prizes or vary by fair class.

Lose Appeal Against Conviction
Two Greater Winnipeg men Charles Roitman and Horace Melvin Lewis were refused appeal against three year prison terms for possessing stolen stamps worth over $100,000. The Manitoba Court of Appeal found the large quantity, repackaging for sale, and rapid four sale transactions after the 1969 theft showed knowledge of theft. Justice Manning noted the strong inference from low prices and dealer or collector interest, denying arguments that they did not know the stamps were stolen.
