A reporter recalls a border zone in the Ruhn Mountains near south central Germany where barbed wire, observation posts, and guards divide the two Germanys. East German farm girls work nearby as armed troops guard road construction.
Skoog, president of the Community Action Board, said Lubbock's Community Action Agency was placed on probation by regional OEO directors. At a meeting in McWhorter Elementary School, 15 members heard that the agency ranks among the four lowest of about 28 similar groups in the region. Officials in Dallas fear a cut in funding could follow if performance does not improve, as the current fiscal year ends February 28. The OEO has signaled funding for only four months next year pending results of the probation.
The report notes that men will be called into military service in the first half of 1973 and that the draft will expire afterward, according to experts.
President Nixon announced a major second term reshuffle naming Elliot Richardson as Defense Secretary and Caspar Weinberger to lead Health Education and Welfare while Roy Ash becomes director of the Office of Management and Budget. Senate confirmation is expected for Richardson and Weinberger, with Ash serving without Senate approval.
Santa Land in Lubbock readies for December 16 opening at Mose Hood Park two acres the event includes Santa's village carolers manger scene and West Texas Christmas display. A 50 000 visitor draw last year plus snowman feature returns as lights candles and decor are set with plans for groups from New Mexico and nearby cities to visit and carol.

A Japan Air Lines DC8-62 with 76 aboard crashed in a snowy field near Sheremetyevo Airport two minutes after takeoff for Tokyo. Soviet reports counted 58 dead, at least 16 survivors, and two missing with 52 passengers and 13 crew among the Japanese.
