The Senate Foreign Relations Committee revived the foreign aid bill with a 40 percent reduction from the administration’s request, dividing the program into economic and military parts totaling 2.3 billion dollars. The White House called the move inadequate, while Rep. Morgan questioned if two separate bills could pass the House.
