Houston on first reading annexed over 30 square miles that Pasadena had added two weeks earlier. The land lies between Galveston highway and Clear Creek southeast of the city, reaching the Galveston county line. The move could prompt a direct battle with Pasadena as the annexed area matches four channel cities boundaries. Mayor Cutter cited a long standing recommendation while ignoring overlap with Pasadena, setting up potential litigation and a meeting with Pasadena and other city mayors.
