Four year old Joseph Cuff fell into a sewer at Madison and Gotham streets. A passing street car conductor heard shouts, jumped off, and grabbed the boy by his curls to pull him from the murky water. The child, unconscious and blue, was saved as bystanders watched. He was taken home to his mother Mrs James Cuff. The incident blamed sewer department workers for leaving the sewer uncovered and urged updated instructions to keep covers in place when not at work.
