Washington Jan 9 Senator Hoar answered Senator Platts address on constitutional aspects of the Philippine question stating the constitution limits democratic rule over subject peoples and opposes unlimited powers. Funeral services for Mrs. Peter Lambert were held at the church this afternoon, she aged 63 years and 11 months, survived by husband two daughters and two grandchildren. Mrs. Cook, mother of Mrs. Arthur W. Trubey, died of pneumonia at her North Chelmsford home. funeral planned Tuesday at the Trubey home.

Wilfred Bourgeault was arrested by police inspectors and charged with breaking and entering the dwelling of Amedie Riberdy at 811 Lakeview Avenue on December 28 and stealing a watch. He is about 20 and earlier last spring he and his brother were sent to the Massachusetts reformatory for horse larceny from a pasture in Pawtucketville.
In Pickman Police Court thirteen drunks faced penalties with five released, two probation, one fined one dollar, three five dollar fines, one eight dollar fine, and another seven dollar charge. Jeremiah Mooney received twelve months for larceny while William J. Tracy was fined fifteen dollars for the same offense.

Deputy Sheriff Alanson Briggs died at his son Elmer A’s home in Lawrence aged 84. Born April 14 1848 in Buckfield Missouri he moved to Lowell and then Lawrence where he ran a livery. Appointed deputy sheriff in the 1860s he served under Capt Herrick and Sheriff Johnson until last Wednesday. He helped quell riots on the plains and survived a severe grip but never fully recovered after a 7 year span. He married three times and leaves one son and a brother.
Mr Samuel Griffin Parker died this morning at his home 53 Belmont avenue aged 78 years a resident of Lowell for over 50 years and active in business with interests in Lowell Nashua and Boston He had been in declining health after a grip attack and heart failure was the ultimate cause He leaves three daughters Misses Alice Evelyn and Lina and was described as a man of ability and kindly old age with ongoing business interests at death time

City previously paid 12045.18, but sale to the corporation complicates rights to sell. The Local Gardeners Association met Saturday evening with foremen from Andover Dracut Tewksbury and Lowell present. Patrick Gannon of Andover topped the event by cutting 48 pounds of mushrooms and over 4000 carnations. George Page spoke on orchids while W B Hull boasted the largest chrysanthemum.

Dr F F Bickell through Boston counsel Baker sues L L H street railroad for 7000 in Middlesex superior court over injuries from the July collision near Deer Jump on the Lowell line. He also sues Standard Life and Accident Insurance Detroit and Travellers Accident Insurance Hartford on two 10000 policies.

Mrs H M Thompson receives a Porto Rico letter noting Private Dehorme left Philadelphia on Dec 10. Philadelphia reached New York ok, but no word if soldier aboard.
