Boston voters see John H. Sullivan withdraw his recount application for the fourth councillor district while Isaac B. Allen the colored contestant will be sworn in today.
St Louis reports the Gasconade river and tributaries are falling rapidly and the worst danger is past. Many head of stock were lost, and the river is still over two feet above normal high water.
Lansing, January 7. Gov Pingree delivers inaugural address calling for abolition of party conventions in favor of direct voting and the Australian ballot to nominate candidates. He also presses taxing corporations and establishing uniform two cent fares.
An unknown elderly woman was instantly killed at the Winter Hill crossing by the Montreal express in Somerville. This marks the second fatal accident at the crossing within ten days.
Auburn Maine January 7. The jail strike by prisoners is declared off this morning. All prisoners return to work and will accept the superintendent's rulings.
Horace B Parker aged 53 was drowned this morning in Oldtown Maine after stepping onto the river ice for a pail of water and falling through. Local authorities report the incident occurred near the riverbank with no survivors.
John Daley, recently released from a prison term for dynamiting, spoke to a packed Holborn town hall audience in London. Crowds marched in procession beforehand amid intense enthusiasm as Daley accused the British government of manufacturing evidence against Edward J. Ivory in relation to a dynamite conspiracy trial.
In New York after a performance of The Sporting Duchess, Harry Lacy and Louis Masson fought at the West End cafe and later at the Colonial hotel. Masson received four stitches for a head wound, and both men, once friends and roommates, blame and defend each other over who began the brawl.
The Alpine club elected William A. Hogan as president and William C. Purcell as vice president for six months, with John J. Magee as treasurer and Daniel F. Carroll as financial secretary. John J. Garahan becomes recording secretary. The annual concert and hall of the club is set for next Tuesday evening, with preparations underway to ensure a top event of the season. The programme opens with the Alpine Club March, dedicated to the club by a friend. Frank A. Donohoe serves as floor marshal.
A Grand Army campfire in Lowell capped the Post 42 installation with a banquet hall gathering. City Council members attended as guests while James R. Fulton led the event and Major Charles A. Stott spoke on unity across politics and faith.
Speaking for the group, Past Commander Fish and Arthur Hamblet briefed the assembly. The new commander, Martin Bassett, outlined goals and thanked predecessors for their service.
The January 30 opening includes an executive reception at City Hall by the Mayor, a tour of the Textile school, and a ceremony at Huntington hall with remarks by S N D North of the National Association of Wool Manufacturers. An evening banquet at Mechanics hall follows hosted by the Lowell Board of Trade with many mill officials and state leaders invited.
The Lowell Caledonian club met to arrange the Robert Burns anniversary on January 27 in Associate hall. Dr. George C. Lorimer of Tremont Temple Boston will speak on Robert Burns the Poet of the People and read selections from Ian Maclaren. A fine musical programme will be offered.
The Spindle City Wheelmen installed their newly elected officers last night with refreshments served. Warden W A B Cleff of Haverhill, and his suite, will install officers of Elgin lodge 166 NEO P on Thursday evening. Mechanics lodge I O O F held installation at Odd Fellows temple with A H Schoolcraft as installing officer followed by a supper and member remarks. Daughters of Liberty initiated five candidates and installed officers with Mrs Furlong as installing officer. Mrs Noyes, Mrs Landers, Mrs Gifford and Mr and Mrs Mercier of Lowell council conducted a public installation in Haverhill with Mary E Foster speaking. A new council will be instituted in this city soon.

Veteran preacher declares a blessing upon the town as special revival meetings unfold in the chapel. F F Packard preached on Isaiah, with two new voices giving testimonies and former silent Christians rising to speak. Services scheduled for 7.45 tonight and Friday night. cordial welcome offered to all.
Two patents go to James T. Cowley, assigner to Lamson Consolidated Store Service in Newark, for a conveying apparatus, and one patent to John Ekengren for a safety holder for pocket books.
Captain Charles B. Dahlgren visitors Lowell as guest of Dr. George C. Osgood former shipmate from the General Price. He delivers a lecture at 7:30 this evening in Memorial hall on Dahlgren shell gun used in the war.
Died in Washington on December 29, 1896, at the residence of her niece Mrs Henry Wells 2115 O Street NW. Mary C Richardson widow of James Richardson late of St Louis Missouri.
Members of Post 120 GAR and Garfield Relief Corps held installation exercises last night with Post 185 Commander Pevcy serving as installing officer and Mrs Wadeworth of Woburn delivering the installation for the Relief Corps. A supper followed the meeting as several officers spoke briefly.
Sampson, Murdock & Co. deploy eight canvassers with three more joining soon for a total of eleven to compile the 1897 Lowell Directory. The crew will work vigorously to ensure a precise, comprehensive listing. Boarding houses, churches, lodges, and societies urged to prepare lists and correct organization records when approached by canvassers. Local agents Joshua Merrill & Son at 124 Central Street, with American House serving as canvass headquarters.
Boston lists 2158 taxpayers paying $1000 plus to the tax collector. Thirty-nine contribute $1,730,468.17, over 13 per cent of revenue. The assessors aim to raise $12,955,335.88, with real estate contributing $9,936,375,938. The Boston & Albany railroad leads with $131,236.86 on $10,123,800 real estate and $49,600 personally, among top 10 include Dexter trustees, Cotting trustees, Minot trustees, West End Street Railway, Codman trustees, Boston & Maine Railroad, Ames heirs, Boston Gas Light, Sears, and Boston & Lowell Railroad. New York, New Haven & Hartford companies’ three lines pay on $8,443,700 real estate and $47,000 personally.

Ancient York lodge hosted a reception and banquet at Masonic temple last night for Most Worthy Grand Master Charles C. Hutchinson and Deputy Grand Master Arthur G. Pollard. The event featured speeches by Hutchinson and Pollard, a quartet, songs, and multiple Lodges’ representatives.
The accounts committee meets this afternoon to approve the payrolls. It is estimated that 77 appropriations will be required this year against five last, including several special ones. The firm C. B. Coburn & Co. has trained at least three current city officials, with Barnard as purchasing agent, Chase as longtime bookkeeper, and Coburn as former cashier. Purchasing work already needs another clerk and a typewriter, and a storehouse will be needed later.
County commissioners dismiss the petition of Charles E Adams as trustee of the Erie Telephone directors seeking abatement of the 1889 city tax on shares held by local directors. They find no filing of a sworn estate list in 1889 and no good cause for delay, approve recording of the return, and note the tax of 4576 dollars on trust shares in sub companies. Adams filed the petition as a test case for all trustees.
A horse pulling a Vienna bakery wagon spooked by an electric car near Westford and Osgood streets. Driver George Carnock, a bakery owner, tried to steady the horse but slipped and fell, sustaining severe bruises to the head though not life threatening.
In Chelmsford Centre on January 4 Mrs Charles Hubbard, funeral services will be held at her home in North street tomorrow at 9 o clock. Interment will be at Georgetown Mass. Also, the remains of Mrs C C Davis of Stillwater Maine will arrive Friday at 7 40 and go to Dracut burial ground. An employee at a Merrimack square tailor shop reported a theft of money and tools this morning, with a missing worker suspected.

Miss Laura C. Fisher spoke before Middlesex Women's club urging mothers classes to elevate home life. She described forming study groups for mothers, teaching child development, and using songs and games to improve manners, discipline, and intelligence in homes of all social grades.
In Hadley on January 7 Thomas Montegus paid a five dollar fine for drunkenness. Patrick G man Patrick H Walsh and Seth Cons roy were fined one dollar each. James H Cox’s case for drunkenness was continued. Alvira S Dickinson faced an old larceny charge and was ordered to pay twelve dollars and twenty cents, which she paid.
