Col J Dwight Chaffee a leading Willimantic citizen was arrested for embezzlement involving the WNatchaug Silk company funds. He allegedly made 31 false entries totaling $50,000 while president during the four years since the company failed in the bank crash era. Former bookkeeper Fred M Barrows was detained on similar charges.

Pekin dispatch notes Ho Yow, brother of the Chinese minister in Washington, named consul general at San Francisco. Lai Yew, previously consul general to Havana, moved to Manila and credited to the United States. The Philippines hosts about two million Chinese residents.
Washington reports from April 15 that Dewey cables say Guam is quiet and orderly. The native government, set up by Taussig, functions well and native soldiers are a capable force. The transport Manshan remains at Guam while the Wheeling arrived in six days from the island.

Massachusetts reports the largest weekly shoe shipments in Haverhill in a decade, doubling the level from ten years ago with 11 824 cases shipped this week. Last month totals reached 55 085 cases. George E Vickery of Hyde Park was kicked by a horse in Cambridge Friday evening, suffering a broken nose and fractured jaw. he was taken to Cambridge Hospital by police ambulance.

Labor men in Springfield say a molders’ strike is inevitable as workers in the city receive 2 to 2.25 dollars daily and have been promised a 0.10 raise. They note other cities pay 2.50 to 3 dollars and warn of action if wages are not increased. The date set for potential walkout is May 1.
Thomas Reay Gregg Reay and George Hurley faced the grand jury after being arraigned on larceny charges from Michael Sullivan. Sullivan testified after drinking with Thomas Reay in a Worthen Street saloon, then being attacked near Little Street. Hurley was not always identified. Gregg Reay was acquitted. Thomas Reay and Hurley were found probably guilty with $500 bonds for the superior court, Gregg Reay discharged. Additional drunks received fines, and other cases were continued or withdrawn.

The case Charles Stanley v Low ell Lawrence and Haverhill Street Railroad company opened in the Superior Court Friday. Stanley alleges he left Lowell for Glen Forest on August 1, 1898, and upon returning a car collision caused severe injuries. Ad damnum set at 5000. Lawyers F. C. Wright for plaintiff and Hon John P. Sweeny for defendant. Trial to resume Monday.
Edward Roche, an old time offender, was arrested by police inspectors in Chelmsford street this morning charged with the larceny of a cloth web valued at 15 dollars from J. W. Keyes on April 5. Roche has served time for various offences and is regarded as a clever operator.

The Common Council approved a $15,000 appropriation to defend tax cases amid lone protest from Mr. Saunders. Arthur Abbott was elected principal assessor. The body debated an amended building reporting ordinance, and Saunders condemned corporate influence while Flanders urged full funding to fight the cases. The vote on the tax defense was 18 to 1.
President Paige of the common council travels to Washington while Alderman Peirce schedules a brief trip to Old Point Comfort. William H. Wiggin occupied a vacancy and related civic notes mark a busy council month.
A council member failed to rise for a rising vote, surprising the chamber. With the principal assessor elected and tax trial funding approved, officials expect more regular attendance at future meetings.
Ex Assistant Assessor C Arthur Abbott was chosen principal assessor at the board of aldermen meeting and confirmed by the common council. Abbott has eight years in the assessors department, first named assistant in 1891 during Mayor Fifield’s term to replace Wheeler. Abbott is deemed an expert and a better choice unlikely, given his experience.
Auditor reports reveal cemetery receipts of 1813.50 this year and Hunting ton hall rebuilding costs of 472.66 in three months. Revenue of 3591.34 was added to the treasury, interest on debt amounts to 14610.59 for Q1, pauper outdoor relief totals 16052.50 from a 44828.30 appropriation, sewer funds show 11058.91 available with 4756.53 turned in, and the street department remains within its budget with 26644.36 spent and 99256.50 on hand.
Arthur Abbott qualified as principal assessor this morning and began work on department books. The team expects a productive year but foresees no quick results. Mayor Crowley will act Monday afternoon on veteran street department discharge.

The St Johns Total Abstinence Society held a Friday night dance in their North Chelmsford hall drawing a large crowd. The North Chelmsford orchestra led by James P. Quigley performed a concert before the dancing. Officers included Walter P. Finch as general manager John J. Gray as floor director and chief aid. aids were John J. Curry James J. Barrett Joseph Crowley Thomas Tole Thomas McTague Stephen P. Ward chairman Daniel McMahon Michael McPhillips Thomas Larkin and Henry Leake.
E. A. Simpson files libel claim for 10000 dollars against the Lowell Daily News. Proceedings started this morning. A writ summons Dennis A. Sullivan to appear on the first Monday in May. Walter F. Leighton is counsel for the plaintiff.
Rev P N Cayer of Waterville Maine, known among French Americans here, will likely succeed Rev I B LeClaire in the French Baptist mission. LeClaire will remain under Baptist auspices and may be assigned to western Maine.
Funeral services for Sergt Leslie Huntting will be held Tuesday afternoon at First Baptist Church. Arthur F. Salmon arranged the details and Chaplain House of the Fifth Regiment has been invited to participate.
Rev. Irving C. Tomlinson, C. T. B., of the International Board of Lectureship, will deliver a free lecture on Christian Science on Tuesday April 18 1899 at 8 pm in Colonial Hall under the auspices of the First Church of Christ Scientist. All invited.

William Langley of 141 Summer Street reached his 80th year with family gathered for a quiet dinner and affectionate calls. Born in 1819 in Northwood New Hampshire he sailed as a youth and later spent 55 years in Lowell as a hardware dealer and partner in Langley firms. His wife read an original poem and relatives including C M Langley and the Mooars joined the observance.
Mary J Jewett aged 49 died at 49 French street after long illness leaving husband James L Jewett son Leonard critically ill and daughters Lizzie B E Jewett and Mrs Joseph H Goss of Newark. Lydia A Gammell widow of Phiny F Gammell died at St John s hospital. Elizabeth A Butcher 57. Ann Higgins 68. Joseph W McDonald piano and furniture mover aged 46.
Personal notes report Miss Mary Maude Mountford, a former graduate of Miss Hard's school, has been retained as stenographer to the American Bolt company. The Y M C A business men's class praised physical instructor Paul O KabIe for winter term efforts.
