George F. Kachlein Jr of the American Automobile Association urged a strong highway plank before the 1994 Democratic platform committee. He urged opposition to raids on the Federal Highway Trust Fund and retention of already apportioned funds, citing past unilateral withholdings by the Executive Branch. He warned that uncertain funding disrupts state reimbursements and damages long term planning. The AAA also made a similar case to a Republican platform committee in Miami Beach last July.
