Eisenhower pushes four year federal school aid plan

President Eisenhower outlined a four year federal school aid program centered on emergency needs and state local control. He urged aid allocations by a mix of school age population relative financial ability and total state effort, with priority to districts most in need and least able to fund construction. He warned against allocating solely by population and urged quick congressional action. The White House proposal estimated 25 million dollars annually, though the current budget plan foresees 18.3 million in the first funded year.
