Dulles Says Russ Army Still Large Amid Cuts Plan
Secretary of State Dulles said the Soviet Union keeps a large armed force and that Washington plans to trim the U R army by about 640000 by December 15. He outlined aims for disarmament talks starting from Eisenhower's Geneva statement and defended publishing only previously released conference pledges. Dulles also argued Britain misread moves to publish a conference record and said the US seeks to curb or end the Korean Truce Commission’s activities with non Communist allies. He said no new commitments were made on Korea and rejected unilateral action against truce teams. He welcomed nonaggression talk from Koreans and Reds while urging nationwide UN supervised elections as part of a Korean settlement. He affirmed continuing talks with China for American detainee releases, noting Geneva talks show little progress.
