Cal Official Warns Leaks Cost State Oil Revenues
State Controller Houston Flournoy warned that California would lose millions in royalties and lease bonuses if it requires absolute guarantees against leaks in tidelands oil wells. He noted the Lands Commission has halted new tidelands leases after the Santa Barbara blowout, while federal leases nearby continue to produce. He urged balancing development with preservation as Rep Mailliard and others push for both.
