California Senate votes to treat public drunks as sick
The California Senate approved a plan to stop charging public drunkenness as a crime and instead detain offenders for up to 72 hours in protective custody for evaluation and medical detoxification. The bill, sponsored by Sen. George R. Deukmejian, would shift treatment toward health care, with criminal charges still applying for those who commit additional offenses.
