Flournoy seeks hearings on California oil sale regulation changes
State Controller Houston Flournoy urged a public hearing by the federal Cost of Living Council on proposed rule changes that could cost California more than 9 million in oil revenue. He said the council reversed a Phase 4 exemption, blocking the state from auctioning offshore oil and selling at competitive bids near 1.11 dollars above a posted 3.25 dollars. Flournoy plans to appeal in Washington and notes the impact on Huntington Beach and Seal Beach oil production.
