California PUC asserts out-of-state plant rule requires approval
The California Public Utilities Commission ruled that state utilities must obtain PUC approval before building power plants outside California. The 4-0 decision, announced Tuesday, marks a new precedent to ensure ratepayers have a voice in location and financing of facilities such as coal-fired plants previously considered outside the PUC's jurisdiction. The Sierra Club petitioned for jurisdiction over plans by Southern California Edison and San Diego Gas & Electric to build the Kaiparowits project in Utah. the utilities abandoned it in 1976, while the case moved forward to cover future projects. The ruling excludes Intermountain in Utah, which LA and other Southern California municipal utilities planned, from this decision.
