U S and Soviet agree to start arms talks in Helsinki

The United States and the Soviet Union agreed to begin preliminary talks in Helsinki on November 17 1969 on limiting the strategic arms race. The discussions will cover offensive and defensive missiles MIRVs ABM systems and related weapons with possible later venues like Vienna or Geneva.

Three men were arrested by sheriff deputies on narotics charges after an erratic driving stop in an alley near J Street and W Ocean. Bill Shapligh 22 of Orinda Mike Rojas 19 and David Garcia 20 were booked at Lompoc jail after narcotics paraphernalia and suspected marijuana were found in their car.

US losses heavy in five hour battle near Saigon

Second earthquake rattles Los Angeles area within 12 hours

Moderate shocks hit Southern California in two quakes on the same day with magnitudes 5.25 and 5.0 and a prior 5.3 quake near Lompoc. CalTech seismologists say events originated along a submerged fault near San Nicholas Island, about 90 miles southwest. No damage reported.
