Black Panthers Offer Prisoner Swap for POWs
Black Panther Party proposes exchanging imprisoned leaders Huey P. Newton and Bobby Seale for the release of some American POWs in Vietnam. Panthers Chief of Staff David Hilliard says negotiations involve two jailed leaders and unspecified number of Yankee prisoners. State Department officials call the proposal unlikely and say no contact has been made with North Vietnam.
