NRC rejected a reactor engineer's call to shut down 36 of the nation's 62 nuclear plants for fear of inadvertent overpressurization of water cooling systems. Ronald M. Fluegge, who resigned, cited at least 16 plants in 10 states with prior overpressurization since 1969, including two at Indian Point last month.
