Hope Ranch incorporation not likely in Santa Barbara area
County planners cite eastern high court rulings upholding housing diversity as a barrier to incorporation for Hope Ranch. They note Hope Ranch restricts to 12 acre single family lots, while Montecito shows more zoning variety and potential resilience against similar challenges. Deputy County Counsel Susan Trescher says no California rulings mirror those cases, and Montecito’s mix may deter a successful incorporation push.
