Moratorium Lifted on Agricultural Preserves
The Santa Barbara County Board of Supervisors lifted the May moratorium on agricultural preserves after a unanimous vote. They approved five new preserves totaling 38 154 acres and scheduled hearings on nine more covering 6 329 acres, with new applications needed by early next year for March 1 1970 tax concessions. Second District Supervisor Joe J. Callahan, who earlier opposed preserves, said he would now support the program. The advisory committee reported the tax impact as minimal across the full range of valuations.

Safeguard ABM Plan Faces Submarine Missiles Challenge
Lt. Gen. A. D. Starbird told Congress that the Safeguard antiballistic missile system would require about 2.5 billion more dollars to be effective against improved submarine launched missiles. He noted current Russian SLBMs lack accuracy to threaten U S ICBMs, and the system was designed to counter land based threats rather than subs.
